Nature lovers all, what kind of hawk is this guy?  I did a bit of research and came up with "sharp shinned hawk"  mostly from the call that the parents and this guy make which is a series of  "eees"  close together.  The parents are small, always perch way up high on the top branch of the willow, and may have stolen a woodpecker made nest for their nest.  Not sure about that.  This guy doesn't fly yet but is fearless as I was about 3 feet away on the last shot and he still stood his ground.
